‘identifies the need to empower and support local communities in resisting and rejecting paramilitary control; agrees with the Independent Reporting Commission, as set out in its second report, on the need for a multilayered approach to tackling paramilitarism and serious criminality including effective criminal justice responses alongside community empowerment and a systemic and sustained response to the socio-economic issues experienced in working class communities upon which these gangs prey; reiterates its total rejection of those who continue to engage in criminality, intimidation and coercive control; gives its full support to the agencies working to close down criminal networks and activity; and calls on the Minister of Justice to ensure that the Police Service of Northern Ireland, other agencies and community responses are supported and properly resourced to allow them to increase their efforts in addressing ongoing paramilitarism.’

‘acknowledges that paramilitary activity is most prevalent in communities suffering from severe deprivation and consequently requires a systematic cross-departmental response to addressing socio-economic challenges; reiterates its total rejection of those who continue to engage in criminality, intimidation and coercive control; gives its full support to the agencies working to close down criminal networks and activity, including through a collaborative approach with the National Crime Agency; and calls on the Minister of Justice to ensure that the Police Service of Northern Ireland and other agencies are properly resourced to allow them to increase their efforts in addressing ongoing paramilitarism and organised crime, including the introduction, to Northern Ireland, of provisions contained in the Criminal Finances Act 2017, starting with Unexplained Wealth Orders.’
